no it hasnt' when they develop it, they frequently cut it into strips and give it to you w/ your photos, if also you mean used, then also no- it winds all the way into the can after its been used.
If its old film, using it may not be the best either.... it goes... funny after a while.
my old cameras used to *NOT* suck the tail into the canister, so the "no tail" argument is invalid.
that said, the fact that it's still in the canister (the metal roll that says KODAK on it) means no, it's not developed, because the cannister has to be broken open to remove the film to develop it.
What everyone else said. It hasn't been developed, and chances are it hasn't been exposed either, but it might have. (If so, loading it into a camera again and taking photos on it will create weird double exposures.)
